وتقوم نظريات " إلتون " على أهمية فهم الأفراد أيا كان مستواهم لبعضهم البعض من حيث سلوكهم وتصرفاتهم وميولهم ورغباتهم حتى يمكن خلق جو من التفاهم المتبادل والتعاون المشترك والمشاركة الجماعية،فالحوافز المادية فقط لن تؤدي وحدها إلى رفع معدلات الأداء بل يجب أن نستعمل حوافز أخرى معنوية. حيث تفترض هذه النظرية أن الفرد بطبيعته نشيط، ويحب العمل وطموح ولا تنحصر حاجاته في الأشياء المادية والأمان بل تتعداها إلى حاجات نفسية واجتماعية.
