تحيا الأمة أو تموت، وتعلو أو تسفُل، وتسعد أو تشقى؛ بقياس ما فيها من النوابغ ، فأمةٌ أو دولةٌ تُقَدِّر نوابغها أقدارهم وتُطلق أيديهم في إبراز ما أوتوا من علم أو فن أو إبداع، وتُمهِّد لهم الوسائل للفوز والفلاح؛ هي أمةٌ أو دولة سعيدة خالدة ، أما الدولة التي تغُلُّ أيدي نوابغها وتُقِيم العقبات في سبيلهم، فهي دولة متعسفة مستبدة .
