من مواليد القاهرة في الثالث من نوفمبر عام 1913 من أبوين مصريين.
التحق بالمدارس الدينية الفرنسيةفي القاهرة مثل أغلب أبنلء جيله بعد ان عاشت أسرته لفترة بين الاسكندرية ودمياط .
وقصيري ينتمي الى الادباء المصريين الذين تربوا في أسر مصرية وتتكلم الفرنسية في المقام الأول وتجيد العربية في المقام الثاني وقد انتشرت مثل هذه السر في الثلاثينات والأربعينات من القرن الماضي وهي فترة ازدهار للأدب المصري المكتوب بالفرنسية.
وقد انحسرت هذه الظاهرة بشكل ملحوظ بعد أن هاجر الكثيرون منهم إلى فرنسا بحثا عن فرص أكثر اتساعا للنشر.
سافر "قصيري" الى باريس عام 1930 وكان متأثرا بالشاعر الفرنسي الأشهر "بودلير" ، وفي العام 1939 سافر الى الولايات المتحدة الامريكية والتقى بالروائي الاباحي الامريكي "هنري ميللر" الذي اعجب بابداعاته وترجمها الى اللغة الانجليزية.

وبمعنى آخر هل يمكن أن يكون الكسل فعلا إيجابيًا للبحث عن المتعة؟ هذا هو المعنى الذي يطرحه الكاتب المصري- الذى يكتب بالفرنسية ألبير قصيري في روايته "كسالى في الوادي الخصيب" من خلال مجموعة من الأفراد يعيشون حياتهم في انتظار اللاشيء..لا يعرفون شيئًا عن الغد وربما يجهلون تمام أن هناك شيئًا اسمه الغد وألبير قصيري نفسه حالة متفردة فهو منذ نزوحة من القاهرة إلى باريس منذ أكثر من نصف قرن يقيم في نفس الغرفة في نفس الفندق.. حتى أنه أقيمت له احتفالية هي الوحيدة من نوعها في العالم احتفاء بإقامته في مدينة "انتيب". إن الكسل حالة متأصلة عند قصري رغم حيويته التي لم يعوقها تجاوزه الثمانين من عمره إنه كسل الجسد فقط رغم اتقاد الذهن.
