يتكلم هذا الكتاب عن موضوع علامات الترقيم في اللغة العربية، وذلك للأهمية الكبيرة لهذه العلامات، إذ أنها تُسهل إدراك وفهم النصوص المكتوبة من قبل القراء والمتلقين، كما أنها تساعدهم على استيعاب المقاصد التعبيرية التي كُتبت لأجلها الجمل والعبارات والنصوص، كما تكلم الكاتب عن قضية علامات الترقيم قديماً وحديثاً، وبيّن علامات الترقيم الحديثة التي تم أخذها من الغرب، والتي لم يكن يعرفها أو يتعامل معها علماء اللغة القدماء، مثل أقواس الاقتباس، والفاصلة، والفاصلة المنقوطة، كما يتحدث المؤلف في هذا الكتاب عن القواعد والأسس التي يجب الالتزام فيها أثناء الكتابة، حيث يتضمن هذا الكتاب القواعد والأسس الخطية التي يجب اتّباعها أثناء رسم وكتابة بعض الحروف، بالإضافة إلى حركاتها الإعرابية التي يجب وضعها عليها، كما يوضح الأهمية البالغة لتلك الحركات ودورها في ضبط الأعلام التاريخية والجغرافية، كما أشار الكاتب إلى ظاهرة استخدام بعض الجمل الدعائية التي يشيع استخدامها، والطريقة التي يكتب فيها البعض من اختصار لبعض الكلمات مثل كلمة "إلخ"، التي تعني "إلى آخره"، وكأن المؤلف قد وضع خطاً للحدود التعبيرية لعلامات الترقيم في اللغة العربية
