"من سنن الله عز وجل أن جعل في طريق الدعاة إليه الآمرين بالمعروف والناهين عن المنكر أعداءً من المجرمين ، يحولون بين دعاة الخير وبين وصول الحق الذي معهم إلى الناس ، فجاءت شعيرة الجهاد لتزيل المفسدين وحواجزهم من طريق الحق ، حتى لا تكون فتنة ، ويكون الدين كله لله . وذلك إما بجهاد الدفع ، عندما تبتلى الأمة بمن يفتنها في دينها ودمائها وأعراضها وأموالها من الغزاة الكافرين لبلدان المسلمين ؛ فيفرض على الامة المدافعة لرد المعتدين . وإما بجهاد الطلب ، لنشر دين الله عز وجل في الأرض ، وذلك مهمة الدولة المسلمة المتمكنة .
والناظر اليوم في أحوال الأمة المسلمة يرى تسلط الأعداء عليها بشتى أنواع الغزو العسكري والفكري والإباحي . وقد ترتب على ذلك والحمد لله : أن تنادى المسلمون برفع راية الجهاد ، لرد عدوان الغزاة الصائلين ، فقامت طائفة من الامة بوظيفة الجهاد نيابةً عن الأمة ، وانتشرت جذوة الجهاد ضد الصليبيين والباطنيين واليهود ، كما هو الحال في أفغانستان والعراق وسوريا وفلسطين .
