ان الانسان هو اللبنة الأولى والأساسية التى يقوم عليها صرح المجتمع وهو الفكر المخطط والقوة المنفدة فكلما صلح هذا الانسان استقام بناؤه وإكتملت قيمته الأصلية والطفل هو الدرجة الأولى فى سلم هذا الانسان إن صلحت صلح وإن طلحت طلح فالطفل هو ركيزة التنمية الشاملة المتكاملة وبدايتها ونقطة الانطلاق الصحيحة نحو كل ما يتصل بالانسان على الأرض كما أن الطفل هو الأكثر إستعدادا لتشكيل قيمه وإتجاهاته فى مراحل نموه المختلفة من خلال مؤسسات التربية والتنشئة الاجتماعية وخاصة الأسرة والمدرسة لما لهما من دور وأهمية كبيرة فى الرعاية للطفل من كافة الجوانب الجسمية والعقلية والنفسية والاجتماعية وذلك يتطلب بالضرورة أن تكون البيئة الاسرية صحية توفر للطفل أقصى درجات الرعاية والأمان والحماية من الأمراض والأخطار سواء داخل المنزل أو خارجه مع ضرورة تربيته وتنشئته على القيام بالسلوكيات الايجابية التى يحافظ بها على صحته وصحة بيئته التى يعيش فبها وينتمى إليها حتى ينمو ولديه الأسس الراسخة للمحافظة على البيئة وعدم المشاركة فى زيادة مشكلاتها ولو بأبسط السلوكيات
