تُعدُّ العفة بمعناها العام قيمةً مخلوقة مع الإنسان حين خلقه الله، وهي من الميزان الذي وضعه الله لتستقيم به الحياة، فكانت انحرافات العفة تمثل انكسارًا في سير الحياة البشرية، وبين يدي القارئ أنموذج في التاريخ بحوار جرى بين نبي الله موسى عليه السلام مع امرأتين لم يرد في القرآن تسميتهما، إعلانًا بأن ذلك ليس ذا بالٍ، إذ هذا هو سير الحياة التي خلقها الله أن تكون على العفة بين الرجل والمرأة.وقف المؤلف مع آيات سورة القصص، واستنبط ما وراء الألفاظ من الدلالات والعبر من مظاهر العفة، مستنبطًا من كلام المرأتين، ثم استكشف المؤلف مظاهر العفة في كلام موسى عليه السلام، واستخرج لنا مقومات العفة، التي ينبغي تطبيقها في المجتمعات البشرية على ضوء ما ورد في القصة.وقد سار المؤلف على منهجية أهل العلم في جمعهم بين المحافظة على تفسيرات السلف وتوسيع دائرة الاستنباط بضوابطه المنهجية المقررة.
