يمكن لوسائل الإعلام وفي مقدمتها التليفزيون أن تؤثر على القواعد التي بُني عليها المجتمع، وهذه التغييرات في القواعد تتم مع مرور الوقت، بعد ذلك تشرع في تغيير السلوك الذي يمكن أن يؤدي إلى تقليل نسبة التسامح مع الفساد والمفسدين، وزيادة اليقظة، وتقوية المشاركة في جهود مكافحة الفساد.
يُسلط الكتاب الضوء على قضايا الفساد الإداري والمالي وهي قضايا معقدة ومتشابكة ومتشعبة؛ وللتليفزيون دور في مكافحة الفساد بما يمتلكه من إمكانيات هائلة.
كما يتناول الكتاب أبعاد الفساد التاريخية ومفهومه وأشكاله والتأثيرات المترتبة على الأصعدة كافة، لأن اتساع نطاقه في السنوات الأخيرة خصوصاً في الدول النامية ومنها العربية؛ دفع الباحثين على اختلاف مناهجهم إلى البحث عن أسبابه وآثاره وطرق علاجه. كما يتطرق الكتاب إلى تأثير وسائل الإعلام ودورها الرقابي في مكافحة الفساد من خلال تناولها وأهمية دورها في المجتمع، ويتناول قضايا الفساد ودور وسائل الإعلام في الكشف عنها، ودور البرامج التليفزيونية في معالجة الفساد.
