دول حوض النيل التي تعد جزءاً من القارة الافريقية، تتمتع بصفات ومميزات تختلف عن باقي دول القارة، جعلتها محط للأطماع الصهيونية بشكل خاص.
تعتبر دول الحوض من الدول الأقرب جغرافياً والمجاورة للوطن العربي قياسا بباقي دول القارة الأفريقية غير العربية، التي تؤثر تأثيراً مباشراً في الأمن القومي العربي، إذ أن دولتين عربيتين وهما مصر و السودان، يعدان نهر النيل (الرابط الحقيقي والأساسي لدول الحوض) شريان الحياة الأساس لهما، ولكون اغلب دول الحوض تعد من الدول التي لا تتمتع باستقرار سياسي واقتصادي، فضلا عن امتلاكها لثروات اقتصادية. هذه الصفات والمميزات التي تتصف بها دول الحوض، جعلت الأطماع الصهيونية تسعى للسيطرة والتحكم في دول حوض النيل. لذا عملت الحركة الصهيونية ومنذ إقامة كيانهم المغتصب إسرائيل في فلسطين في عام 1948، على وضع استراتيجية بعيدة المدى تجاه دول حوض النيل، تهدف للسيطرة على دول الحوض، ومن ثم تهديد الأمن القومي العربي، لضمان الأمن الإسرائيلي انطلاقا من مبدأ شد وبتر الأطراف الذي يعتبر الهدف الأساس والرئيسي للاستراتيجية الإسرائيلية.
الاستراتيجية الإسرائيلية تسعى لتحقيق هدفين تجاه دول حوض النيل، هما تطويق واختراق الأمن القومي العربي، واعتبار المنطقة مجالاً حيوياً لها ونحن نحاول هنا الاجابة علي هذة الاسئلة:
1- الأهمية التي تحتلها دول حوض النيل في المنظور الاستراتيجي ((الإسرائيلي))؟
2- إبعاد الاستراتيجية ((الإسرائيلية)) حيال دول الحوض في ضوء الثوابت والمتغيرات ؟
3- الوسائط التي لجأت إليها الاستراتيجية ((الإسرائيلية)) لتحقيق أهدافها في دول الحوض؟
4- مدى نجاح أو فشل الاستراتيجية ((الإسرائيلية)) حيال دول الحوض في ضوء الفرص والقيود المؤثرة في حركتها الاستراتيجية تجاه المنطقة؟
