إن قضية التحسين والتطوير ليست قضية اختيارية أو نوعًا من الترف، بل هي ضرورة، ولهذا لا بد من وضع نظام يدفع الأجهزة والمؤسسات إلى التحسين والتطوير وَفْقَ مدد زمنية محددة لمواكبة التقدم العلمي والتكنولوجي، والدارسون للنهضة الحضارية اليابانية يرون أن أحد أسبابها هو مبدأ «التحسين المستمر» الذي يُعبر عنه اليابانيون بكلمة «كايزن».
وانسجامًا مع الأهمية الحيوية للمؤسسات التنظيمية، وعِظَم الدور الملقى عليها؛ فإن ذلك يستوجب ضرورة توفير العديد من المتطلبات للنهوض بها والارتقاء بخدماتها؛ حيث إن المؤسسات منظومة مركبة من مجموعة كبيرة من المتغيرات الأساسية التابعة والمستقلة، لذلك لا بد من وجود إدارة واعية قادرة على رؤية الأبعاد الحقيقية للتقدم، وعلى أداء أدوار أساسية تحمل فيها المسؤوليات الجديدة التي تتطلبها عملية التحسين والتطور لمواكبة حاجات العصر وتحديات المستقبل.
ونظرًا لكون غالبية المؤلفات في «الكايزن» باللغة الإنجليزية وندرتها باللغة العربية، مما يشكل صعوبة على بعض المهتمين والراغبين في الاستزادة من المعرفة عنه، لذا فإنني في هذا الكتاب أسلط الضوء على الكايزن وإمكانية الاستفادة منه وتطبيقه في المؤسسات الراغبة في التحسين على اختلافها.
