قبل أحداث الحادي عشر من أيلول/ سبتمبر عام 2001 بوقت طويل، وبعدها، استحوذ الحديث العالمي عن المجتمع المدني، بمختلف أوهامه وممارساته، على اهتمام المواطنين والمجموعات في أنحاء العالم الإسلامي. فبدءاً بأندونيسيا وباكستان وطاجيكستان وإيران، وصولاً إلى تركيا ومصر والمغرب، تصدّرت المطالبة الصاخبة بحقوق الإنسان والتعددية والمساواة بين المرأة والرجل قائمة المساعي الرامية إلى إرساء حكم قابل للمساءلة ونظام سياسي يقوم على المشاركة.وفي أيامنا هذه، تتوّج ضرورة ملحة تلك المساعي. فنماذج العنف السياسي وبعض ردود الفعل عليها، تطلق خطراً يهدّد بتقويض الإرث الأخلاقي للحضارة الإسلامية، ودور هذا الإرث في نشأة ثقافة مدنية تخضع لحكم القانون وتتوافق والكرامة الفردية. لكن بعضهم يرى أن التوجّهات الحديثة لا تكاد تؤكد الشعور بأن المجتمع المدني ينبثق من فكرة غربية علمانية لا ترتبط مطلقاً بالسياقات التي تظهر تشابك الدين والتقاليد في نسيج الحياة اليومية. في المقابل، يزعم آخرون أن المجتمع المدني أرجع على الدوام أصداء قيم إسلامية أساسية، بل إنهم يعتقدون بإمكان تجديد هذا المجتمع وإغنائه بالطاقات التي تغذي السعي إلى مواطنية حديثة وديموقراطية في الأوطان المنبعثة والانتقالية.
