يعالج هذا الكتاب العلاقة الجدلية بين ظاهرتي الفقر والفساد اللتين تعمان العالم، وخاصة في البلدان التي يسمونها بالبلدان النامية. ويعرض أشكال الفساد المالي والاقتصادي والإداري والسياسي في لبنان، وارتباط هذه الظاهرة بانتشار الفقر في معظم البلدان العربية.
لا يطمح هذا الكتاب المؤلف من دراسات استراتيجية صغيرة، تعتمد منهج التحليل الاقتصادي، الأقدر من غيره على تفسير ظواهر الحياة الاجتماعية، إلى تقديم دراسة شاملة. كل ما يبغيه هو إضاءة شمعة صغيرة على طريق إقامة مجتمع العدالة والمساواة، في دولة حديثة متقدمة.
