هذا الكتاب يطرح بعض القضايا الإشكالية المتعلقة بالوجود الإسرائيلي في إفريقيا، ويثير كذلك مسألة الثابت والمتغير في الأهداف الإسرائيلية والأدوات المستخدمة لتنفيذ هذه الأهداف، وعلاقة ذلك كله بسؤال الأمن العربي. وتحاول هذه الدراسة تحليل أهداف ومحددات السياسة الإسرائيلية تجاه إفريقيا وذلك لبيان حقيقة الوجود الإسرائيلي في إفريقيا عبر مدد زمنية مختلفة وذلك في محور أول. أما المحور الثاني فإنه يركز على تطور العلاقات الإسرائيلية الإفريقية منذ بداية التغلغل في الخمسينيات والستينيات، ومرورا بالقطيعة الإفريقية لإسرائيل في السبعينيات، وانتهاء بالعودة الثانية لإسرائيل إلى إفريقيا، وما لحق بها من تغيرات وتحولات على مستوى الأهداف والسياسات. وأخيرا يتناول المحور الثالث التغير والثبات في قضايا العلاقات الإسرائيلية الإفريقية.
