هذا الكتاب محاولة جادة لاستلهام التجربة الوقفية التاريخية، التي اضطلع بها ((الوقف)) في تغطية حاجات المجتمع، والإسهام في تنميته الشاملة، والامتداد بالمجتمع وحمايته، خاصة في الفترات التي انفصل فيها السلطان عن القرآن .. ولم يقتصر نظام ((الوقف)) تاريخيا على القيام بحاجات المجتمع في مجال الصحة والتعليم والتكافل والتنمية والدعوة والثقافة، وإنما كان له دور حمائي لكيان المجتمع الإسلامي حال دون أنظمة الاستبداد السياسي والاستعمار من السيطرة والسلب لأراضي ((الوقف)) ومؤسساته. ويدعو الباحث، في هذا الكتاب للإفادة من تجربة الغرب المتقدم في مجال الأموال الموقوفة، في موضوعها وآلية إدارتها، التي قطعت شوطا كبيرا في تقديم الخدمات بشكل عام، في محاولة لتفعيل دور ((الوقف)) وتوسيع مشاركاته وتنويع مجالاته لمعاودة النهوض وتوفير متطلبات التنمية. وحسبنا أن نقول : إن الإقدام على وقف المؤسسات والأراضي وسائر المرافق ذات النفع العام هو الذي سوف يحميها في المستقبل من أيجي العابثين؛ ولقد تنبه أسلافنا إلى ذلك، الأمر الذي حال ويحول دون السيطرة عليها؛ ولعل المسجد الأقصى وما يحيط به من الأوقاف غير القابلة للتصرف، إلى جانب جهاد ومرابطة أهل بيت المقدس، كان هو السبب الأساس في بقاء المسجد واستمراره ومد الصامدين والمرابطين بروح إيمانية عالية للدفاع عن أولى القبلتين. ولعل في تجربة دولة قطر المعاصرة وبعض المؤسسات الوقفية الأخرى في العالم الإسلامي مؤشرا طيبا على استشعار دور الوقف وأهميته في التنمية، ووضع التشريعات وتوفير الخبرات والتخصصات اللازمة لتحقيق ذلك.
