هذه الرسالة... دعوة للمراجعة، وإسترداد دور الوقف في الحياة الإسلامية والفعل الإجتماعي، تفتح نافذة على أهميته ودوره في تحقيق التنمية المستدامة والثواب الممتد، ذلك أن نظام الوقف، في الإسلام، يعتبر رؤية متقدمة للتنمية المستدامة، وفعلاً إجتماعياً، وعملاً مؤسسياً بدأ مع خطوات المجتمع الإسلامي الاولى وحقق رعاية المجتمع وإمتداده ونموه في جميع المجالات، وقام بوظائف الدولة، وخاصة في الفترات التي انفصل فيها السلطان عن القرآن، أو في فترات الإحتلال والإستعمار والإستلاب الثقافي والحضاري والتعليمي.
كما يعتبر مؤسسة وطنية كبرى، متاحة لمشاركة جميع المواطنين، حيث لم يقتصر الإسهام في الوقف على المسلمين وإنما تجاوز ذلك إلى مشاركة غير المسلمين من المواطنين في المجتمع الإسلامي؛ ولئن كانت موارد التكافل الإجتماعي المالية كالزكاة والصدقات والكفارات والنذور والإرث والهبات والوصايا وغيرها، يمكن أن تصنَّف ضمن الموارد الإغاثية الإستهلاكية بشكل عام فإن نظام الوقف من بين تلك الموارد يمكن أن يصنَّف في إطار الموارد الإنتاجية التنموية، ويتفرد بإستهدافه تحقيق التنمية المستدامة وضمان إستمرار المشروعات الكبيرة وتحقيق إكتفائها الذاتي.
فهل ندرك أبعاد الفعل الوقفي، ونحاول الإرتكاز إلى قيمنا وتجربتنا التاريخية الحضارية، ونحسن الإتصال بعصرنا، والإفادة من تطور وسائل الوقف، فنكون في مستوى إسلامنا وعصرنا، ونوقف مجتمعاتنا الإسلامية على الجادة الصحيحة، ونزودها بالرؤية السليمة للنهوض وتحقيق مقاصد الدين في إعادة صناعة الدنيا؟!...
