ظهرت فكرة هذه الدراسة في عام 1981 عندما كانت الصراعات العربية – العربية بلغت فعلا حدا لا يمكن تجاهله، وبدأت آثارها المدمرة على حركة النضال القومي العربي العان تصل إلى مستوى غير مسبوق، وأصبح واضحا أن أي حديث عن الوحدة العربية، أو حتى التضامن العربي في أدنى مستوياته، سيكون بلا معنى ما لم تأخذ هذه الظاهرة السلبية المتفاقمة نصيبها الكافي من الاهتمام والدراسة العلميين كمقدمة لا غنى عنها لمعالجتها على نحو سليم. ولأن الدراسة العلمية لهذه الظاهرة، كانت تحتاج إلى جهد جماعي وليس فرديا، ولأن بعض النغمات الموجودة في الساحة الفكرية والسياسية العربية كانت ترى أن معالجة مثل هذه القضية عمل غير ملائم، لما قد يمكن أن تثيره هذه المعالجة من حساسيات تساهم بدورها في مزيد من تفاقم الصراعات العربية – العربية، فقد كان من الضروري التوجه إلى مؤسسة عربية تجمع بين الالتزام القومي والسمعة العلمية الرفيعة لتمويل هذه الدراسة، وهنا برز مركز دراسات الوحدة العربية بسجله المميز في الدراسة العلمية الملتزمة لقضايا النضال العربي، على الرغم من سنوات عمره القصيرة.
