ولدت فكرة هذا الكتاب من قلب ميدان التحرير، كانت نسخ دستور سنة 1971 قد انتشرت بين أيدي شباب الثورة، وكانت مناقشاتهم تنتهي عند نقطة اتفاق جامعة بأن سقوط النظام يعني سقوط شرعيته وبالتالي سقوط الدستور، ولم يكن لهم سوى مطلب واحد هو إلقاء الدستور الساقط في أقرب سلة قمامة، فكرت وسط احتدام المناقشات أن أحكي لهذا الجيل وللأجيال من بعده قصة الشعب مع الدستور، تلك القصة التي بدأت من مشهد الإطاحة بالوالي العثماني خورشيد باشا في أوائل القرن التاسع عشر، ولن تنتهي مع لقطة إسقاط الرئيس حسني مبارك في أوائل القرن الحادي والعشرين. في البداية تصورت أن أتوقف عند حكاية كفاح الشعب المصري المستمر من أجل دستور يعتقهم من تحكم الحكام، ويجعل السلطة الحقيقية في أيديهم، لا يسلبها منهم محتل غاشم، أو مستبد ظالم، ثم تطور المروع ليشمل كل نصوص الدساتير المصرية منذ أواسط القرن التاسع عشر وحتى دستور 1971 الساقط، ومنها نصوص تنشر للمرة الأولى، ترجمت عن اللغة التركية، منها نص السياستنامه التي وضعت في عهد محمد علي، ومنها دستور 1882 الذي ألغاه الاحتلال الإنجليزي قبل أن يجف حبر التوقيع عليه، ثم القوانين النظامية التي وضعها الاحتلال لتقوم مقام الدستور الملغي، ثم دستور 1922، ومن بعده نصوص دساتير الثورة، ثم دستور 1971 بجميع تعديلاته سواء تلك التي عدلها الرئيس الراحل أنور السادات او التي عدلها الرئيس المخلوع حسني مبارك. وخصصت بابا كاملا لنصوص كل مشاريع الدساتير، منها أربعة مشاريع دساتير إسلامية، بينها مشروع للإخوان المسلمين، إضافة إلى مشروع قوى المعارضة بالتوافق مع الإخوان، ومشروع حزب الغد، إلى جانب المحاولات الفردية من الأساتذة المتخصصين، لتكتمل أمام جيل الثورة قصة الدستور المصري من أولها إلى آخرها.
