وعلى الرغم من التقدم العلمي الهائل في شتى المجالات، وما صاحبه من تقدم أساليب التنبؤ العلمي، وأيضا على الرغم من انتشار التعليم، إلا أن كل هذه الأمور لا تعني أنه يمكن التنبؤ بدرجة تصل إلى التأكد، وبالتالي فالقلق موجود أثناء اتخاذ القرار، وخلال فترة الانتظار فيما يتعلق بحدوث الحادث من عدمه، أو حدوث أي نتيجة من نتائجه. ونظرا لأن التأمين يعد من أهم طرق إدارة الخطر، نظرا لأنه يمثل أحد الدعامات الهامة التي بنيت عليها الحضارة في العصر الحديث من ناحية، ولأنه ساهم بشكل فعال في استقرار الأوضاع الاجتماعية، بل وازدهار الحياة الاقتصادية، ونظرا لأن التأمين يقوم أساسا على التعاون؛ فإن انتشاره على المستوى الدولي من خلال عمليات إعادة التأمين يعتبر من أهم مظاهر التعاون الدولي، ولذلك فإن كليات التجارة اعتبرت مادة إدارة الخطر والتأمين من بين المواد التي يجب على الطالب أن يلم بمبادئها النظرية وتطبيقاتها؛ ولذا لزاما علينا أن نساهم بهذا الجهد المتواضع في إرساء أسس ومبادئ إدارة الخطر والتأمين.
