تعكس الممارسات المتعددة لإدارة الموارد البشرية مدى توافر وتطبيق مفهوم رأس المال البشري بالمنظمات ومدى قدرة العنصر البشري على القيام بمتطلبات الإنتاج الحديث، وتحدياته، كما لا تستطيع إدارة الموارد البشرية القيام بمهامها دون اقتناع الإدارة العليا، فضلا عن توافر الفلسفة الأساسية لدى الإدارة العليا تجاه هذا المفهوم وما يحتاجه من ممارسات. ولا شك أن المشكلة الأساسية والتي تلقى اهتمام الكثير من الباحثين هي أن الفشل في بعض المنظمات عند مواكبة التطور التكنولوجي ترجع أساسا إلى سوء إدارة البشر، ولا يرجع إلى المشاكل الناشئة عن النظم الفنية، وغالبا لا تساير التغيرات في الغنتاج التغيرات في إدارة الموارد البشرية بشكل متناسق. ولا شك أن ممارسات إدارة الموارد البشرية ما هي إلا استثمار في رأس المال البشري، وينتج عن ذلك أن تلك الممارسات تتأثر بطبيعة التغييرات في الإنتاج، ومن هنا ينبغي إدراك أن رأس المال البشري يصبح ذات قيمة اقتصادية عندما ينخرط العمال في العمل، حيث إن العمالة دالة في الوظائف التي تشغلها.
