تجمعت عوامل عديدة في المحيط العالمي في نهاية القرن السادس عشر، أثرت بشدة على أوضاع الإمبراطورية العثمانية، كمت أن الأوضاع الداخلية نفسها في الدولة العثمانية عانت اضطرابات وصعوبات عديدة في بداية القرن السابع عشر، أتاحت لعوامل الضعف أن تتسرب تدريجيا إلى هياكل الدولة؛ وخاصة في البناء العسكري وهذه الأوضاع تركت بصماتها على مختلف الولايات العثمانية، ومن بينها مصر، ولسنا بصدد رصد أوضاع الدولة العثمانية ككل، ولكننا نرى انعكاس هذه الأحوال على مصر متمثلا في تحلل مركزية السلطة – إلى حد بعيد – حتى إن السلطة في عاصمة الإمبراطورية تركت للباشا في مصر – وهو ممثلها الرسمي – صلاحيات أوسع؛ فأصبح من حقه تعيين كبار المسئولين في إدارة البلاد دون الرجوع إلى استنبول، فمثلا أصبح من حق الباشا أن يعين الدفتردار وكذلك الروزنامجي، وهما منصبان من أهم المناصب الإدارية. وفي هذا السياق نتناول شريحة هامة من المجتمع المصري؛ لدراسة أثر هذه التغيرات والتحولات عليها، وركزنا هذه الدراسة على القرن الثامن عشر بالتحديد، لاعتقادنا بأن آثار هذه التغيرات ظهرت بوضوح شديد في هذه الفترة، بعد أن أخذت وقتها من التفاعلات، حتى تمخضت عن أوضاع جديدة.
