يشرح رانسيير –وبعمق- كيف أن الحكومات تكره الديموقراطية وتخافها بقدر ما تعلن تبنيها الزائف لها. يقول: "ليست الديمقراطية شكلاً للحكم ولا شكلاً للمجتمع، وتتطلَب ممارستها أن تتبلور، خلال الصراع من أجل تحرير المجال العام. مؤسسات مستقلة وقوانين تنظم عملها، وثقافة يتصرف وفقها الأفراد، ولا يمكن في غياب كل هذا، تلخيصها في صندوق الإقتراع.
