يعتبر هذا الكتاب أول دراسة علمية باللغة العربية في موضوع النظام الإقليمي العربي، ومحاولة لتأصيل العلاقات السياسية بين الدول العربية وتحليلها وفقاً لإطار منهجي منظم. إن جوهر هذه الدراسة هو مفهوم "النظام العربي"، نظرياً وتطبيقياً، من الناحية التاريخية وفي وضعه الراهن، فيتناول عناصر الاستمرار والتغير في النظام بما في ذلك التحديات التي تواجهه وتسعى لتقويض الأسس التي يقوم عليها، ومحاولات النظام للدفاع عن ذاته وللحفاظ على هويته المستقلة.
وتنطلق هذه الدراسة من مفهوم "النظام الإقليمي"، وهو مفهوم حديث في دراسة العلاقات الدولية، يشير في أغلب الأحيان إلى نظام التفاعلات بين مجموعة من الدول المتجاورة، والتي تجمعها علاقات اقتصادية واجتماعية وثقافية.
وتطبق الدراسة هذا المفهوم على المنطقة العربية، فتطرح مفهوم النظام العربي في مواجهة مفهوم الشرق الأوسط الذي تطرحه الدراسات الغربية، وتعرض لتطوره، ولإطاره التنظيمي، وللمشاكل التي يواجهها.
