جلبير الأشقر (بالفرنسية: Gilbert Achcar ) (ولد يوم 5 نونبر 1951 بالسنغال) أكاديمي وكاتب لبناني فرنسي. يدرًس الأشقر بجامعة لندن ويختص في مجال العلاقات الدولية، وبالضبط في منطقة شمال إفريقيا والشرق الأوسط، العلاقات الخارجية للولايات المتحدة الأمريكية، العولمة والإسلام.

ولد جلبير الأشقر في السنغال يوم 5 نونبر 1951 لأبوين لبنانيين، ثمّ انتقل معهما وهو في الثامنة من عمره إلى لبنان. سنة 1967، ومع وقوع النكسة، اعتنق الماركسية وبدأ ممارسة العمل والنشاط السياسي. خلال الحرب الأهلية اللبنانية، انتقل لباريس سنة 1983 ونال شهادة الدكتوراه بعد 10 سنوات حول موضوع الاستراتيجية الأميركية في الشرق الأوسط في ضوء العدوان الأميركي على العراق عام 1991.

بعيداً عن التفسيرات التبسيطية للانتفاضات التي عمّت المنطقة العربية منذ بدء الثورة التونسية في ديسمبر/كانون الأول 2010، يسبُر هذا الكتاب غور الأحداث ويكشف أعمق جذورها الاقتصادية والاجتماعية، بادئاً من تشخيص دقيق لخاصيات نمط الإنتاج المهيمن في المنطقة. ويظهر كيف أدّت هذه الخاصيات إلى إعاقةٍ للتنمية نتجت عنها مآسٍ كبرى متعلّقة بثالوث الفقر واللامساواة واللاستقرار الاجتماعي، في ظل أنظمة تعتمد الاستبداد والمحسوبية أسلوباً أساسياً للسلطة.
وفيما يرى الكاتب في الأحداث العربية سيرورة ثورية طويلة الأمد، يقدّم تحليلاً ملموساً للقوى الاجتماعية المنخرطة في تلك السيرورة، ويقيّم ما آلت إليه الانتفاضات ويقدّر آفاقها.
كما يسلّط الضوء على دور الحركات التي تستغلّ الدين لأغراض سياسية وعلى دور رعاتها الخليجيين المرتهنين بالحماية الأمريكية.
والبحثُ جذريّ بمعنيي الكلمة: في طريقة تناوله الأحداث، وفي نظرته إلى التغيير الاجتماعي والسياسي المطلوب لتخطّي الأزمة المزمنة في الواقع العربي المحتضر.
