الديمقراطية التوافقية هي موضوع هذا الكتاب وهي مفهوم جديد تطور في أوروبا وبالذات في البلدان المفتقرة إلى التجانس القومي.
هذا يعني أن التجانس القومي في أوروبا ليس أسطورة، وأن هذا النوع من الديمقراطية ينمو أيضاً في بيئات غير أوروبية. سندرس هذه البلدان غير المتجانسة ونستخدم ماليزيا ولبنان أساسين للمقارنة بين أوروبا وآسيا، أو العالمين الأول والثالث، كما يقول المؤلف. فكلتا الحالتين تظهران -كما تفعل الأمثلة الأوروبية- أن الديمقراطية التوافقية ممكنة حتى عندما تكون عدة ظروف غير مؤاتية، وسوف تكون خصائصهما المقياس الذي سنقيس عليه البلدان الأخرى: هل ظروف البلدان التعددية في بلدان العالم الثالث مؤاتية إجمالاً على الأقل بقدر ما هي مؤاتية في ظروف لبنان وماليزيا، أم غير مؤاتية في معظمها كما هي في الحالة القبرصية؟
