يقدم هذا الكتاب قراءة جديدة لعوامل انحطاط الدولة العثمانية أو بالأحرى دراسة عوام لم ينل بعضها حظه من البحث والتمحيص على الرغم من أهميته واستمرارية تأثيره على واقعنا الإسلامي حتى يومنا هذا، كما لم يدرس بعضها الآخر بشكل واف يتلاءم وحجمه المؤثر في تاريخنا، أو أنه قوم بشكل آخر كأن اعتبر بداية نهوض وتقدم كالتنظيمات مثلاً وهي عكس ذلك لأنها كانت بداية ربط الدولة بأنظمة السوق العالمية وإخضاعها لمقتضيات التحديث والتغريب، وهذه العوامل هي: نظام الامتيازات الأجنبية التنظيمات، الوصاية الغريبة على الأقليات الدينية، تغلغل القوانين الوضعية على حساب الشريعة الإسلامية، الفكر القومي التركي، سياسة التتريك والدعوة إلى قيام دولة طورانية.
إن قراءة هذه العوامل تمت في ضوء الوثائق العربية والأجنبية، وحرصت على أن تنزع من الحدث تاريخيته، ولم تقدمه بمعزل عن أطره السياسية المحلية والدولية ومجالاته الاجتماعية، بل تعاملت معه كجزء من مركب متكامل.
