ظهرت أصوات كثيرة في عام 1980 تطالب العرب والمسلمين بأن يقوموا بدور إيجابي وفعال في المجتمع الأمريكي، وتكوين جماعة ضغط عربية قوية تواجه جماعات الضغط الصهيونية، وتحد من تأثيرها على السياسة الأمريكية الخارجية والرأي العام الأمريكي والحكومة الأمريكية ووسائل الإعلام الأمريكية، وفي أواخر الثمانينات وبداية التسعينات بدأ مسلمو الولايات المتحدة مرحلة تأسيس مؤسساتهم السياسية الإعلامية حيث تأسست 4 مؤسسات إسلامية أمريكية هي مجلس الشؤون العامة الإسلامية التي تأسست عام 1988، والمجلس الأمريكي الإسلامي عام 1990، ومجلس العلاقات الأمريكية الإسلامية عام 1944، والتحالف الأمريكي الإسلامي في عام 1994.
وقد عملت هذه المؤسسات على مكافحة تشويه صورة الإسلام والمسلمين في الإعلام الأمريكي، وتبديل الصور السلبية عنهما بصورة إيجابية، وتشجيع العرب والمسلمين على المشاركة في الحياة السياسية الأمريكية، واستخدام حقوقهم المكفولة دستورياً خاصة حقوق التصويت وحرية الرأي والتعبير، وحرية التنظيم السياسي، والعمل على التأثير في السياسة الخارجية الأمريكية لتطوير الموقف الأمريكي من قضايا المسلمين المهمة، وتخطي العرب والمسلمون مرحلة النشأة إلى درجة الاستقرار والسعي إلى زيادة تأثيرهم السياسي ومواجهة جماعات الضغط الصهيونية، ونجحت هذه المؤسسات في طرح خطاب إعلامي جديد، وتقديم وجهة النظر العربية والإسلامية في العديد من المحافل الإعلامية والسياسية الأمريكية.
كما نجح قادة هذه المؤسسات في إقامة علاقات صداقة متميزة مع العديد من الشخصيات المسئولة في دوائر وإدارات تنفيذية وتشريعية على المستويين المحلي والفيدرالي، وبدأوا يفرضون حضورهم واحترامهم خلال الفترات التي تجرى فيها الانتخابات العامة، وقد أثمرت هذه الجهود في بناء علاقات قائمة على الثقة والاحترام بين بعض قيادات هذه المؤسسات وأعضاء في الكونغرس الأمريكي، إضافة إلى ممثلي الدوائر الرسمية المختلفة.
