الحقبة الستالينية في الاتحاد السوفيتي، حيث لا جرائم تحدث، لكن، بالرغم من ذلك، يعيش الملايين خائفين، فمجرّد الاشتباه في عدم الولاء للدولة، وقول الكلمة الخطأ في الوقت الخطأ، يمكن أن يرسلا شخصاً بريئاً إلى حتفه.
يظن الضابط “ليودميدوف”، بطل الحرب المثالي، أنه يبني مجتمعاً نموذجياً. لكن، وبعد أن يشهد استجواب رجل بريء، يبدأ ولاؤه بالتذبذب، وعندما يؤمر بالتحقيق في أمرٍ يخصّ زوجته يضطر ليو إلى اختيار الجهة التي يميل إليها قلبه حقاً.
ثم يحدث المستحيل، هناك مجرم طليق، يقتل كما يشاء، فتتحطم كل معتقدات ليو، الذي يدينه أعداؤه ويُنفى من وطنه، ولا يقف أحد إلى جانبه سوى زوجته ريزا، فيخاطر بكل شيء للعثور على المجرم الذي لا يعترف النظام حتى بوجوده. في أثناء هروبه وبحثه، سرعان ما يكتشف ليو أن الخطر الذي يواجهه ليس من القاتل الذي يحاول اعتقاله، وإنما النظام البوليسي الذي يحاول حمايته!
