الباحث كريم كعرار، هو جامعيٌّ، وقانونيٌّ، وفنانٌ موسيقيٌّ، تخرّج في جامعة باجي مختار بولاية عنابة، حيث حصل على شهادة ماستر في القانون القضائي، وشهادة ليسانس في القانون الخاص، وشهادة جامعية عليا في الموسيقى.
وفضلا عن ذلك، فهو عضوٌ فاعلٌ في المجتمع المدني بولاية عنابة، وكذا في الوسط الثقافي بها، وله عدة تجارب في الكتابة الأدبية والعلمية، ما زال أغلبُها مخطوطًا، من بينها تجربة في الكتابة حول التلحين الموسيقي.
ومن بين المؤلّفات التي نشرها "إيقاعات وموازين الجزائر"، و"التحليل والبيان في الشرائع والأديان".

هو ســلــطـة إداريــة مـســتـقــلـة يـتمـتع بالشـخصـية الـقانـونيـة والاستقـلال المالي ويوضع لدى الوزير المكلف بالتجارة، امتثالا لــلمرسوم التنفيذي 11-241 المؤرخ في 10 يوليو2011،الذي يـحــــدد تـنـظـيم مجلس المنافسة وسيره.
بمقتضى الأمر 03-03 المؤرخ في 19 يوليو2003 المتعلق بالمنافسة، فإن مجلس المنافسة مؤهل لأخذ قرارات، اقتراحات وآراء بمبادرة منه أو عند الطلب وهذا بخصوص بأي مسألة أو نشاط أو إجراء يرمي الى حسن سير المنافسة وتطويرها في المناطق الجغرافية الخالية أو التي تقل بها.
