تناولت هذه الدراسة إساءة استخدام البعثات الأجنبية للمهام الدبلوماسية وآثرها على الأمن
القومي الليبي ،2021-2011 حيث نظمت اتفاقية فيينا للعلاقات الدبلوماسية لعام 1961م عمل البعثات الدبلوماسية لدى الدولة المعتمد لديها ومنحت المبعوث الدبلوماسي الحصانات اللازمة للقيام بمهمته شريطة عدم التدخل في الشؤون الداخلية للدولة المعتمد لديها.
حيث سعت هذه الدراسة لبيان تدخل البعثات الأجنبية الدبلوماسية في الشأن الداخلي الليبي وأثر ذلك على الامن القومي، حيث تعتبر التدخلات والتجاوزات سالفة الذكر من أهم الموضوعات التي تمس بالأمن القومي للدولة المعتمد لديها عند تجاوز المبعوث الدبلوماسي حدود حصاناته الدبلوماسية.
من هذا المنطلق اهتمت هذه الدراسة بالبحث في تأثير التجاوزات الصادرة من البعثات األجنبية
المتعمدة في ليبيا ومدى تداعيات ذلك على سيادتها وأمنها القومي، حيث قسمت هذه الدراسة إلى فصلين: تضمن الفصل الأول النظام القانوني لعمل البعثات الدبلوماسية، أما الفصل الثاني تناول إساءة استخدام البعثة الأجنبية لمهامها الدبلوماسية وآثرها على الأمن القومي الليبي.
This study examined the abuse of foreign missions for diplomatic missions
and its impact on Libyan national security from 2011-2021. The Vienna
Convention on Diplomatic Relations of 1961 organized the work of
diplomatic missions accredited to the host state and granted the diplomatic
envoy the necessary immunities to carry out his mission, provided that he
does not interfere in the internal affairs of the host state.
This study sought to illustrate the interference of foreign missions in the
diplomatic mission in internal affairs and its impact on Libyan national
security. The aforementioned interventions are considered one of the most
important issues that affect the national security of the accredited state when
the diplomatic envoy misuses his assigned duties.
From this standpoint, this study was interested in researching the impact of
the deliberate transgressions of foreign missions in Libya and the extent of
their implications for its sovereignty and national security. This study was
divided into two chapters: the first chapter included the legal system for the
work of diplomatic missions, while the second chapter dealt with the misuse
of the foreign mission of its diplomatic duties and its impact on Libyan
national security.
