في إطار رغبة مجلس الأمن الدولي في القيام بدور فعال في مجال حفظ السلم والأمن الدوليين، وعلى وجه الخصوص عند التعامل مع المنازعات التي تشكل تهديدا للسلم أو الإخلال به أو عند وقوع العدوان ، لم يكتف بالسلطات الصريحة التي منحها له الميثاق . والتي تعكس دوره البوليسي الذي يقف عند حد فض النزاع الدولي، فأصبح يتدخل في منشأ أو الأسباب الكامنة وراء النزاع، ويصدر قراراً ملزماً وفق الفصل السابع يحمل في مضمونه تسوية أو حلا موضوعياً لأصل النزاع . وهكذا تطور دور مجلس الأمن من بوليسي ينحصر في فض المنازعات الدولية وإيقاف خطورتها عند حد معين تمهيداً لحلها من قبل الدول أطراف النزاع إلى دور شبه قضائي يعمل على الفصل في المنازعات الدولية وتسويتها بشكل نهائي . وهذه السلطات التي استحدثها مجلس الأمن الدولي لنفسه في مجال حفظ السلم والأمن
