تتعرض فصول الكتاب الثمانية إلى فئات التمييز الإيجابي التي اهتم بها المشرع المصري عبر تاريخه السياسي والنيابي، حيث يهتم كل فصل من تلك الفصول بأحد تلك الفئات الثمانية المحددة في نصوص الدستور المصري لعام 2014 بالخصوص (العمال والفلاحين – المرأة – المسيحيين – الشباب – المواطن ذو الإعاقة – المصريين المقيمين بالخارج – المحافظات الحدودية قليلة السكان)، عارضا في كل فئة السبب الذي من أجله رأى المشرع المصري ضرورة تمثيله في برلمانات ومجالس ما بعد الثورة بشكل مناسب وملائم – حسب ما قرر – ومستشهدا بالتجارب العالمية التي طبقت تميزا إيجابيا مشابها على هذه الفئة بالخصوص، ومارا على التأصيل التاريخي للحالة المصرية في التطبيقات المتتالية لتمكين تلك الفئة وتمثيلها سياسيا على جميع الجوانب، وإنتهاءا بمحاولة تقييم التجربة التي تتمثل في الأداء البرلماني لفئات التمييز الإيجابي، مستقرئين الفترة اللازمة لعودة الأمور إلى نصابها الطبيعي واستقرار التمثيل القائم على الانتخاب الحر المباشر المبنى على الكفاءة والمنافسة المتساوية بلا تمييز أو محاصصة على أساس الجنس أو الدين أو العرق..
