تكمن الخاصية الأساسية لقنبلة النيوترون في كون تأثيرات الضغط والحرارة محدودة، بينما تجد الإشعاع النيوتروني أكبر بكثير مما هو عليه في السلاح النووي الكلاسيكي.

أما المدافعون، الملتجئون في الخنادق، فيتمتعون على العكس بحماية شبه تامة ضد التأثيرات النيوترونية، قد يبدو هذا غير قابل للتصديق، ولكن الملاجئ البسيطة الأرضية تحمي أكثر من الدرع، وهكذا يميز السلاح النيوتروني المدافع ويصعق المهاجم الذي يجازف بشن هجوم بري.
من هذا يمكن القول أن السكان المدنيين، الموجودين في المناطق القريبة من مسرح العمليات، يمكن أن يتمتعوا بالحماية التامة إذا وضعوا داخل الملاجئ.
أضف إلى ذلك أن التأثيرات المحدودة للعوامل الحرورية والميكانيكية للإنفجارات قد أصبحت قادرة من الآن فصاعداً على تجنيب الدولة المعرضة للهجوم الدمار المادي والبشري الذي كان ينجم عن إستخدام القنابل النووية التكتيكية.
