يعالج كتاب "علم اجتماع القومية" ظاهرتين من أكثر الظواهر أهمية وأثارة للجدل. من وجهات نظر متعددة. طوال النصف الثاني من القرن العشرين وحتي الآن وفي المستقبل المنظور علي الأقل: الظاهرة الأولي، الاجتماعية، السياسية، التاريخية، هي ظاهرة عودة "النزاعات القومية" والحركات السياسية والثقافية المصاحبة لها إلي الظهور بقوة، سواء في المجتمعات الصناعية المتطورة في الغرب أو في جميع أنحاء العالم الثالث (المستعمرات القديمة) في أثناء حركة التحرر الوطني وتصفية الاستعمار.
والظاهرة الثانية التي يعالجها الكتاب. تحليلياً ونقدياً. هي ظاهرة غزارة الإنتاج النظري والتطبيقي/ التحليلي المشغول برصد الظاهرة الأولي وتحليلها.
وفي إطار هذه المعالجة التحليلية النقدية وسياقها، يعرض الكتاب الظواهر الفرعية الكثيرة المؤثرة في مسار تطور الظاهرة التاريخية الرئيسية، وعلي رأسها الظواهر التي تطرح إشكاليات "الأقليات" الثقافية أو العرقية، والتعارض أو التكامل بين الأصول العرقية والأصول الثقافية والأصول السياسية للنزعات القومية الجديدة.
