يتناول (روما والعرب) مقدمة تحليلية في دراسة العلاقات العربية-الرومانية، والعلاقات العربية-البيزنطية، بدءاً من القرن الأول قبل الميلاد باحتلال بومبي القائد الروماني للمنطقة، حتى التحرير العربي الإسلامي في القرن السابع. وتتناول هذه المقدمة دراسة تحليلية للعلاقات العسكرية والسياسية والثقافية. وفي النتيجة، تبقى فصول الكتاب محصورة أساساً بالتحليل، وليس بالرواية. فهو، إذاً، كتاب بحث تحليلي وتمهيدي في آن معاً، يعالج صورة حضور الوجود العربي في منطقة المشرق.
إن درجة الفعل والإسهام في تاريخ المنطقة بعلاقاتها المتشابكة مع الإمبراطوريات القديمة، خصوصاً الرومانية منها، هو ما يريد الكتاب أن يبرهن عليه، فقد قدمت هذه المنطقة عدداً من الأباطرة الذين تسنموا مواقعهم في قمة هرم الحكم في روما، وعدداً من الشخصيات الأدبية والفلسفية والدينية والعسكرية والسياسية المرموقة، التي ساهمت فاعلة وعظيمة في كل ما نسب إلى الحضارة الإغريقية-اللاتينية. لقد كانت شعوب هذه المنطقة قوة محركة وفاعلة رئيسية في التاريخ الروماني- البيزنطي.
