يعتبر الشاعر الشعبي عبد الكافي البرعصي واحد من أهم شعراء ليبيا الشعبيين. وُلِد الشاعر عبدالكافي محمد الجالي موسى البرعصي في سيدي خليفة 1954.. ورحل يوم الثلاثاء 2005.11.22م. وما بين لحظتَيّ الميلاد والرحيل كان الشاعر.. كان رجُلاً مسكوناً بالشِّعْر إلى درجة الْهَوَس. من أهمّ مُميّزات الشاعر عبدالكافي البرعصي اهتمامه بتنوّع طريقة أداء الغنّاوة.. فهو لا يؤدِّي الغناوي على وَتِيْرة واحدة كما يفعل بعض من شُعَراء العَلَم.. عبدالكافي يؤدِّى الغنّاوة بإحساس عالٍ جدًّا
