هو الشيخ أبو الكمال - أو أبو الحسن كما في بعض استعمالاته - عبد الغني بن محمد عبد الخالق بن حسن بن مصطفى المصري القاهري مولداً ونشأة ووفاةً.
ولد رحمه الله في 17/ 3 / 1908 م في مدينة القاهرة وتوفي في القاهرة أيضا في 18/ 10 / 1403هـ الموافق 28/ 7 / 1983م عن عمر جاوز الخامسة والسبعين بأربعة أشهر.
ألف كثيراً من المؤلفات وأشرف على نحو خمسمائة رسالة علمية ما بين ماجستير ودكتوراه، درَّس في بعض الجامعات في السعودية والعراق والمغرب وليبيا.
من مؤلفاته:
1 - حجية السنة وهو رسالته في الدكتوراه وهو مطبوع في مجلد واحد.
2 - تحقيق كتاب أحكام القرآن للشافعي جمع البيهقي (مطبوع)
3 - تحقيق كتاب آداب الشافعي ومناقبه لابن أبي حاتم الرازي (مطبوع)
4 - تحقيق كتاب الطب النبوي لابن القيم (مطبوع)
5 - تحقيق كتاب منتهى الإرادات في جمع المقنع مع التحقيق وزيادات لتقي الدين ابن النجار (مطبوع في مجلدين)
6 - الإمام البخاري وصحيحه (مطبوع)
7 - أصول الفقه لغير الحنفية مع الأستاذين: إبراهيم عبد الحميد وحسن وهدان.
8 - محاضرات في أصول الفقه في جامعة الأزهر كلية الشريعة والقانتون قسم الدراسات العليا (طبعة للطلاب خاصة)
9 - بحوث في السنة المشرفة (طبع في مجلة أضواء الشريعة التي نشرتها كلية الشريعة بالرياض
10 - الإجماع حقيقته وحجيته.

لقد كان للشيخ محمد عبد الخالق مكانته العلمية الواسعة فكان منزله موئلا لجميع أهل العلم والفضل ولذلك فإن اولاد مترجمنا وشقيقه الأكبر الشيخ مصطفى وشقيقه الاصغر الشيخ أحمد يحتفظون بذكريات كثيرة عن أفاضل علماء ذلك الوقت الذين كانوا يرتادون منزل والدهم وغرفة مجلسه في الجامع وكان ابو الكمال بخاصة يتذكر الكثر من النوادر والدقائق العلمية والأدبية التي كانت تثار في مجلس والده وطرائق والده في معالجتها
