فتحت الأوضاع الجديدة للجزائريين منذ نزول الحلفاء أمالا عريضة لدى فرحات عباس بإمكانية تحقيق حد أدنى من المطالب في بداية 1943 ولم يثني رفض قائد الحملة جيرو لمطالب الطبقة السياسية من عزيمتهم وقرروا الاستمرار في المطالبة بحقوقهم .
وفي 07 فيفري 1943 قام فرحات عباس بالاتصال بزعماء التنظيمات السياسية الوطنية وعلى رأسهم مصالي والشيخ الإبراهيمي وتفاوضوا في مستقبل الأمة الجزائرية وخروجها نهائيا من المنطقة الاستعمارية إلى المنطقة المستقلة الحرة، و اتفقوا على نشر الميثاق الجديد الذي يتضمن مطالب الشعب الجزائري.
اجتمع فرحات مع عدد من المسؤولين في مكتب المحامي أحمد بومنجل تمت مناقشة وضع الجزائر العام وما افرزته ح ع 2 من مشاكل وتقرر إخراجها في ميثاق الجديد الذي يتضمن مطالب الشعب الجزائري وطموحاته بعنوان الجزائر أمام الصراع الدولي بيان الشعب الجزائري (M.P.A) وتمت المصادقة عليه بالإجماع في 10 فيفري 1943.
