عني العرب في عصر الجاهلية برواية الشعر وحفظه واستمرت الرواية في العصر الإسلامي وتناشد العرب الشعر وتمثلوا به في مجالسهم وخصوماتهم وعني خلفاء بني أمية ومعاصروهم بتأديب أولادهم بالشعر، وحرصوا على روايته وجمعه، وجمعت القصائد المعلقات والمفضليات والأصمعيات وجمهرة أشعار العرب وحماسة أبي تمام وغيرها، وشرح العلماء بعد تدوين الأشعار يؤلفون كتبا مرتبة على الشعراء، ويذكرون الشاعر وأخباره وطرفا من أشعاره، فتوالى التأليف في تاريخ الشعراء وأشعارهم، واستبحر التأليف من بعد في أخبار الشعراء والأدباء،وكانت كتب الشعراء في القرن الثالث طلائع الكتب التي تضمنت أخبار شعراء القرون الأولى، وصارت أصولًا لما كتب بعداه، ومن هذه الكتب كتاب الورقة الذي بين أيدينا.
فقيل أن ابن الجراح سمى الكتاب بالورقة لأنه التزم فيه أن يترجم لكل شاعر في ورقة واحدة، وليس معنى هذا أن التراجم سواء في ولها، فالكتاب يشهد بغير هذا. وتضمن الكتاب ما يفوق الخمسين ترجمة. لكبار الشعراء.
