الأستاذ الدكتور مختار التهامي (1928-2017م) أحد العلماء المؤسسين لحقل الدراسات الإعلامية المعاصر بمصر والمنطقة العربية خلال الثلث الأخير من القرن العشرين وبدايات القرن الحادي والعشرين. شارك في تأسيس وتطوير كلية الإعلام بجامعة القاهرة وعدد من كليات الإعلام العربية. وضع أسس نظرية إعلامية جديدة تضاف إلى نظريات الإعلام الأربع المعروفة : نظرية السلطة، نظرية الحرية، نظرية المسئولية الاجتماعية، والنظرية الاشتراكية، حيث وضع نظرية المسئولية العالمية و الدولية للصحافة وأجهزة الإعلام عامة واختتم كتابه "الصحافة و السلام العالمي" بمشروع الدستور الدولي للصحافة الذي يوضح حدود هذه النظرية. أختير عميدا لكلية الإعلام في 1/10/1985، و مديراً لمركز بحوث الرأي العام بجامعة القاهرة . أوفد في مهمة علمية لمنظمة اليونيسكو الدولية عامي 1981/1982، واختارته اليونسكو مستشارا لها في مهمة علمية بوزارة الإعلام العمانية عام 1989. كرمته جمهورية مصر العربية ومنحته وسام العلوم و الآداب والفنون عام 1988.
