يبذل المواطن جهده للحد من صلاحيات السلطة ليحقق قدراً من الحرية... قدراً من الكرامة، لا يشعر بمعنى الحياة بدونه.
وهو صراع يمثل الجانب الأهم في مشكلة الحرية... الحرية بما هي اجتماعية، سياسية، اقتصادية، ثقافية، حرية وفكر، رأي، تعبير.

خيط رفيع إما أن يمتد ليقوى.. ليستقر.. ليستمر.. أو أن يضعف لينقطع.. ليحدث التحول.. الطفرة.. التي قد تكون قفزة إلي الأمام، أو خطوة إلي الخلف، هذا ما يحاول هذا الكتاب أن يثيره في صفحاته التالية وهو إذ يفعل ذلك ينوه بأن هذا البحث لا يتعلق بسلطة ما ولا بشكل ما للسلطة. ولكنه يعنى فقط بالعلاقة بين المواطن والسلطة، أية سلطة، وعلي أى نحو كانت.
