في مصر يعيش أكثر من 17 مليون مواطن يمثلون نصف سكان الحضر، في تجمعات سكنية هائلة نشأت خلال الخمسين عامًا الماضية حول المدن في الوادي والدلتا على الأراضي الزراعية التي لم تكن معدة سلفًا لهذا الغرض. ومباني تلك التجمعات مشيدة من مواد صلبة –هيكل خرساني وحوائط من الطوب– ولكنها فقيرة المظهر، متدنية المواصفات وخربة الخدمات والمرافق.
تضم تلك المناطق كل الشرائح الاجتماعية التي استبعدتها آليات السوق العقاري الرسمي من مجال تدخلها، وتخلت الدولة عن دعمها فدفعتها إلى اللجوء لسوق عقاري موازٍ يسيطر عليه مجموعة من مقسمي الأراضي وصغار المقاولين والمنمين العقاريين ذوي الرأسمال العائلي المحدود.
استطاع هذا القطاع الإنتاجي الصغير أن يستجيب لطلب هذه الفئات الاجتماعية في الحصول على المأوى وأن يتكيف مع قدراتهم على السداد. إذ ساهم هذا القطاع في الحد من مشكلة الإسكان ومن ثم تحقيق قدر ما من السلام الاجتماعي، إلا أنه خلق مشاكل اجتماعية واقتصادية وأخرى بيئية تتمثل في تآكل الأراضي الزراعية بمعدلات مرعبة أصبحت تهدد "هبة النيل" بالاندثار في غضون العقود المقبلة.
هذا الكتاب يرصد هذه الظاهرة ويتتبع نشأتها ونموها وتفاقمها ويحلل أبعادها العمرانية والاقتصادية والاجتماعية والسياسية في مصر، كما يتعرض للحلول التي وُضعت لمواجهتها، ومعظمها كانت ذات أثرٍ محدود.
يستمد هذا الكتاب أهميته من كون مشكلة "التحضر العشوائي" ما زالت قائمة بكل عنفوانها، وتمثل إحدى أهم تحديات العالم النامي، كما تأتي على رأس الأجندات العالمية الخاصة بالمأوى، فضلاً عن كونه أول كتاب يصدر باللغة العربية على مستوى العالم العربي يتناول هذه المشكلة بالرصد والتحليل.
