ذكر المؤلف في مقدمته: "... إن الاسلام خاتم الرسالات الإلهية ودين هداية البشر وتربيتها على خط التوحيد لتصل إلى كمالها خلال ما طرحه من مفاهيم وقيّم وقوانين جاء بها القرآن الكريم والسنّة النبوية الشريفة، وتكفل إدارة المجتمع من خلال نظريته المستوعبة لكلّ المتغيرات الانسانية، فهو لم يترك شيئاً الا ورسم له الطريق الصحيح.
إن الباري (عز شأنه) خالق الإنسان ويعلم ما يصلحه وما يفسده، وقد ألهم نفس الإنسان ما ينفعها وما يضرها، كما قال تعالى: (وَنَفْسٍ وَمَا سَوَّاهَا*فَأَلْهَمَهَا فُجُورَهَا وَتَقْوَاهَا). ولكن الإنسان إذا فقد الوازع الداخلي، وألغى العقل والدين في وجوده، يصبح شريراً، فلا بد أن يكون في القرآن تعاليم خاصة بهذا الخصوص.
واليوم نرى العالم يواجه مشكلة حقيقية هي فقدان الأمن، والمدارس البرشية عجزت عن إيجاد حلول ناجحة لها، نعم هي وضعت حلولاً سياسية وعسكرية واقتصادية لكنها زادت المشكلة تعقيداً. من هنا كان اختيارنا لهذا الموضوع (الأمن في القرآن والسنّة) عنواناً لرسالتنا.
