عارف تامر العلي (1921 - 1998 م) هو كاتب وشاعر، من أهل سوريا.
ولد في القدموس تابعة لمحافظة طرطوس لأسرة تنتمي لفرع محمد شاه من الاسماعيلية النزارية. وتخرج في كلية الآداب التابعة لجامعة القديس يوسف ببيروت، وحصل على شهادة الدكتوراه في مونتريال في كندا. وعمل مدرسا للغة الفرنسية في ثانويات السلمية، وكذلك درس مادة تاريخ الشرق الأوسط في جامعة القديس يوسف في بيروت.

هذا الجزء هو العاشر والأخير من الموسوعة التاريخية للخلفاء الفاطميين، وهو خاص بالآمر بأحكام الله ابن المستعلي بالله، وفيه استعراض للسيرة الذاتية والظروف التاريخية، والتنظيمات الإدارية والقانونية التي رافقت مسيرة الآمر بأحكام الله، هذا الخليفة الفاطمي الذي تسلم الحكم بطريقة الاغتصاب وبدون نص شرعي، ومع ذلك كان سمحاً كريماً كثير النزهة محباً للمال والزينة، وكانت أيامه كلها لهواً وعيشة راضية لكثرة عطائه وعطاء حواشيه بحيث لم يوجد بمصر من يشكو زمانه البتة، إلا أن أعمال الراهب "ابن نجاح" وما بدر منه من أعمال سيئة قبحت سيرته بين الشعب، وذهب بمحبة الناس له.
