يستعرض هذا النص القواعد المنظمة لإدارة الأرشيف في الجزائر، موضحاً آليات الاطلاع الإداري والعلمي وشروط الاستفادة منها. وتُصنف الوثائق وفق دورة حياتها إلى جارية ووسيطة ونهائية، مع تحديد مدد زمنية قانونية صارمة قبل السماح بالكشف عن الملفات الحساسة كالقضايا الأمنية أو الطبية. كما يبرز النص الإجراءات الرسمية المطلوبة من الباحثين الجزائريين والأجانب لضمان حماية الخصوصية وصيانة أمن الدولة. وتهدف هذه المنظومة التشريعية إلى تحقيق التوازن بين تيسير البحث التاريخي وبين الحفاظ على سلامة الوثائق الوطنية وحقوق الأفراد. بذلك، يمثل النص مرجعاً إرشادياً حول حوكمة الأرشيف وضبط تدفق المعلومات بين المؤسسات والمستفيدين.
