ولد الشيخ فوزي محمود موسي القوني في محافظة البحيرة بمدينة كفرالدوار ودرس في كلية الزراعة جامعة الاسكندرية قسم أمراض النبات واتجه إلي دراسة العلوم الشرعية .
وقد بدأت رحلته في دراسة العلوم الشرعية في أجازة السنة الثالثة في كلية الزراعة علي يد العلماء المتخصصين في القرآن والتفسير والفقه وأصوله واللغة العربية بالمعهد السلفي بالأسكندرية علي يد الشيخ محمد بن إسماعيل المقدم والشيخ سعيد عبدالعظيم والشيخ عبدالعزيز البرماوي والشيخ الفاضل سيد سعد الدين الغباشي وأخذ اللغة العربية على يد الدكتور عماد حسن مرزوق والشيخ سيد النني والشيخ عبدالعزيز البرماوي . وأصول الفقه مع الدكتور محمد بكر إسماعيل حبيب .
وأخذ الإجازة في القراءات العشر الصغرى مع شرح الشاطبية والدرة والطيبة .وقام بالتدريس لطلبة العلم الشرعي في جميع التخصصات
وله العديد من المؤلفات منها المطبوع وغير المطبوع
وسافرت إلى المملكة العربية السعودية من عام 1992 وحتي عام 2004 ودرست علي يد الشيخ محمد صالح العثيمين واستمعت إلي جميع شرائطه وقرأت عشرات الكتب ودرست في الحرم المكي وكنت أعمل مدرسا" لتحفيظ القرآن الكريم وقمت بتأليف الكتب الثلاثة المطبوعة في مصر بعد قدومي كما اراجع رسائل الدكتوراة والماجستير .
