شاعر وأديب وسفير دبلوماسي ووزير سعودي.
قضى في الأحساء سنوات عمره الأولى، ثم انتقل بعدها إلى المنامة بالبحرين ليدرس فيها مراحل التعليم.
نال ليسانس الحقوق من جامعة القاهرة ثم تحصل على درجة الماجستير في العلاقات الدولية من جامعة جنوب كاليفورنيا التي لم يكن يريد الدراسة بها, بل كان يريد دراسة "القانون الدولي" في جامعة أخرى من جامعات أمريكا، وبالفعل، حصل على عدد من القبولات في جامعات عدة، ولكن لمرض أخيه نبيل، اضطر إلى الانتقال إلى جواره والدراسة في جنوب كاليفورنيا، وبالتحديد في لوس أنجلوس، ولم يجد التخصص المطلوب فيها، فاضطر إلى دراسة "العلاقات الدولية" أما الدكتوراة ففي العلاقات الدولية من جامعة لندن والتي كانت رسالتها فيها حول اليمن كما أوضح ذلك في كتابه الشهير "حياةٌ في الإدارة".
القصيبي شاعر له إنتاجات في فن الرواية والقصة، مثل شقة الحرية ودنسكو وأبو شلاخ البرمائي والعصفورية و"سبعة" وسعادة السفير و"لجنيّة، آخر أعماله كانت أقصوصة ألزهايمر التي نشرت بعد وفاته.
أما في الشعر فلديه دواوين "معركة بلا راية" و"أشعار من جزائر اللؤلؤ" و"للشهداء" و"حديقة الغروب".
وله إسهامات صحافية متنوعة أشهرها سلسلة مقالات في عين العاصفة التي نُشرَت في جريدة الشرق الأوسط إبان حرب الخليج الثانية كما أن له مؤلفات أخرى في التنمية والسياسة وغيرها منها التنمية، الأسئلة الكبرى وعن هذا وذاك وباي باي لندن ومقالات أخرى الأسطورة ديانا و100 من أقوالي غير المأثورة وثورة في السنة النبوية وحتى لا تكون فتنة.
ذكره معلمه والأديب الراحل عبد الله بن محمد الطائي ضمن الشعراء المجددين في كتابة (دراسات عن الخليج العربي) قائلا: "أخط اسم غازي القصيبي، وأشعر أن قلبي يقول ها أنت أمام مدخل مدينة المجددين، وأطلقت عليه عندما أصدر ديوانه أشعار من جزائر الؤلؤ الدم الجديد، وكان فعلا دما جديدا سمعناه يهتف بالشعر في الستينيات، ولم يقف، بل سار مصعدا، يجدد في أسلوب شعره، وألفاظه ومواضيعه".
يعد كتاب حياة في الإدارة أشهر ما نشر له، وتناول سيرته الوظيفية وتجربته الإدارية حتى تعيينه سفيراً في لندن.
وقد وصل عدد مؤلفاته إلى أكثر من ستين مؤلفاً.
له أشعار لطيفة ومتنوعة ورواية سلمى ترجم كتاب للمؤلف ايريك هوفر باسم المؤمن الصادق.
منح وسام الكويت ذو الوشاح من الطبقة الممتازة 1992 منح وسام الملك عبد العزيز وعدداً من الأوسمة الرفيعة من دول عربية وعالمية.
لديه اهتمامات اجتماعية مثل عضويته في جمعية الأطفال المعوقين السعودية حيث كان أحد مؤسسيها وكان عضواً فعالاً في مجالس وهيئات حكومية.
يعمل بلا مرتب في آخر 30 سنه من حياته حيث تم تحويل مرتباته إلى جمعية الأطفال المعاقين.

تغدو قصص القصيبي حكايا فيها من الإمتاع والمؤانسة بقدر ما فيها من العمق الحياتي بأبعاده السياسية والاجتماعية والثقافية وحتى غدت (7) رمزاً لكل الأرقام. وقد أتت هذه القصص باللغة الإنكليزية.
Gulnar, a mythical embodiment of womanhood, relates the tale of the seven men from Araby, ostensibly the crème de la crème of the nation, the pillars of rectitude and the symbols of power and influence. they all coveted her body and only sheer lust after her made them agree to make it to her Greek Island. But Gulnar was of no easy virtue and would give herself only to the one proving to be the most enthralling. A contest was staged and each of the seven men had to relate to his own story:the events of the most exciting week of his life. the poet had to be first.... On the last night the difficult choice had to be made...or was she interrupted by a gentle voice requesting her to close that notebook and tell him the stories of the seven men? There were no tigers on that Greek Island:a poet who plagiarized, a philosopher incapable of independent thought, a journalist who made a living out off sleaze and blackmail, a psychiatrist who live off the misery of those less fortunate, a confidence-trickster dreaming of young boys and a businessman who made his millions selling rotten meat. The island cries out loud:'I sentence these seven men to death,' a cry to which Gulnar's grandfather adds:'charged with demeaning women ...with corruption...' Seven is a daring novel in both form and content. The ironic version of the Sheherazade archetype is a daring challenge to an entire poetics and more vocally to the ethical decay of an entire nation. The narrative vehicle of the memoire-within-memoire is used to fascinating effect. The inetertextuality is powerful: the classical poet al-Mutanabbi is invoked to mark the various way-stations that Gulnar and her heroes pass through. Equally poignant is the irony and the self-revolution, the veiled social critique and the laying bare of rotten values taken on trust for far too long.
