كتاب "إدارة التوحش" الذي تستقي منه التنظيمات السلفية الجهادية استراتيجيتها في القتال، خصوصاً المرتبطة بتنظيم القاعدة، هو محموعة مقالات كان قد كتبها مؤلفه "أبو بكر ناجي" وبقيت شخصيته غامضة لحد كبير، ما دفع بأجهزة أمنية عربية إلى القول أنها شخصية وهمية لشخص يُعتقد أنه منسق الشؤون الأمنية الاستخباراتية في تنظيم القاعدة.
ويقصد الكاتب من كلمة "التوحّش"، حالة فوضى التي ستدب في أوصال دولة ما أو منطقة بعينها إذا ما زالت عنها قبضة السلطات الحاكمة، حيث يعتقد أن هذه الحالة من الفوضى ستكون "متوحّشة"، وسيعاني منها السكان المحليون، لذلك وجب على الجهاديين-الذين سيحلون محل السلطات الحاكمة تمهيداً لإقامة الدولة الإسلامية المفترضة-أن يحسنوا "إدارة التوحّش" إلى أن تستقر الأمور فيها.
وتركز استراتيجية الكتاب على أنه يتعين على المجاهدين أن يسيطروا على منطقة ما وأن يقيموا فيها إمارة لتطبق الشرع وترعى مصالح الناس فيها من طعام وعلاج، في حين تتولى القيادة العليا (المركزية/القاعدة) التنسيق بين تلك المناطق وترتيب الأولويات.
ونظرية أبو بكر ناجي هي ما عليه القاعدة اليوم لأسباب كثيرة ربما كانت عوامل خارجية أكثرها تأثيراً، فكلما اكتسبت القاعدة مكامن آمنة في باكستان وما خلفها (العراق والصومال وسوريا ومالي) فإن نظرية أبو بكر ناجي تصبح هي الأنسب.
هذا الكتاب متاح في أكثر من 15 منتدى للجهاديين وبأكثر من عشرة آلاف رابط في الشبكة العنكبوتية، قامت وزراة الدفاع الأمريكية بترجمته إلى اللغة الإنجليزية بعد أن عثرت المخابرات الأمريكية على وثائق ورسائل موجهة من وإلى بن لادن تشمل فصولاً من هذا الكتاب 2011.
