تطورت حركات التمرد التارقية في كل من مالي والنيجر منذ استقلال هذه الدول إلى تاريخ آخر حركة تمرد سنة 2012، كما تتطرق إلى سياسات الدول الحاضنة في التعاطي معها والرهانات الأمنية التي تطرحها هذه الحركات التمردية مع محاولة تصور مستقبل مجموعات التوارق في المنطقة.
فالتوارق من أهم المجموعات الإثنية في منطقة الساحل وينتشرون عبر خمس دول هي ليبيا ومالي والنيجر والجزائر وبوركينافاسو، وهم يعتمدون نمط حياة يميزه الترحال. ولقد تأثر المجتمع التارقي بالاستعمار الفرنسي نهاية القرن التاسع عشر وباستقلال الدول الوطنية في سنوات الستينيات تأثرا بالغا، حيث قلبت تركيبة المجتمع التارقي ونظامه وأنساق الإنتاج لديه رأسا على عقب.
ولقد عانى التوارق بعد استقلال الدول الوطنية من التمزيق والانحسار داخل حدود وضعت بصورة اعتباطية،بالإضافة إلى الاقصاء من المشاركة السياسية،ولذلك لم يتقبل التوارق منطق الدولة القومية، حيث يتعارض منطق الإدارة والسياسة والاقتصاد في ظل الدولة الوطنية مع مبادئ الحكم وتنظيم الحياة المجتمعية والاقتصادية لديهم. ومن ثمة صارتعلاقتهم بالأنظمة المتعاقبة غير مستقرة خاصة في كل من مالي والنيجر، حيث انفجرت المطالب والاحتجاجات الاجتماعية والاقتصادية للتوارق في شكل عنف مسلح.
وكانت أول حركة تمردية في مالي سنة 1963، ثم سنة 1990 بعدما عرفته النيجر من أحداث تشين تبردان، وتكررت في سنوات الألفين وفي كل مرة كان التزاع يفض بتدخل الوسطاء خاصة الجزائر لإخماد الحركات التمردية ولكنها ما تلبث أن تندلع مهددة استقرار المنطقة. ولقد ظلت حركات التمرد المتعاقبة التي شهدتها هذه الدول، مشكلة محدودة النطاق بحكم انحصارها جغرافيا ضمن هذه الدول، بيد أن القضية التارقية قد اكتست بعدا إقليميا بفعل تنامي التهديدات الأمنية اللانمطية من جريمة منظمة على غرار تهريب المخدرات والأسلحة والاتجار بالبشر، وهجرة غير شرعية وتزايد الإرهاب خاصة تنظيم القاعدة في بلاد المغرب الإسلامي، بالإضافة إلى تدهور الوضعية الأمنية في ليبيا وفشل دولة مالي.
