يتناول موضوع هذا الكتاب واقع العلاقات بين العراق ودولة الامارات العربية المتحدة من خلال دراسة العوامل المؤثرة فيها سواء أكانت عوامل اجتماعية أم اقتصادية أم عوامل عسكرية أم سياسية. ويمكن استشراف مستقبل تلك العلاقات الثنائية من خلال تحليل واقعها بين الدولتين كما هو، وبيان مواطن القوة والضعف فيها، ولاسيما من مؤشرات التبادل الاقتصادي مع العراق كله أو مع اقليم كردستان، ودرجة الاستثمار فيهما، رغم إنه لم يكن بالحجم المطلوب أو المؤثر قبل خروج العراق من طائلة العقوبات الدولية، وبعدها لاسيما تلك التي نص عليها الفصل السابع من ميثاق الأمم المتحدة، بموجب قرار مجلس الأمن رقم (2107) الصادر عام 2013( ).
