جاء اختيار موضوع الدراسة (الإدارة الفرنسية في المغرب 1939-1956) لأهمية التعرف على واقع الإدارة الفرنسية في المغرب في المجالات السياسية والاقتصادية والاجتماعية والثقافية كافة، ومعرفة تأثيرها على تلك القطاعات، فضلاً عن دراسة دور الحركة الوطنية المغربية في مقاومة السياسة الفرنسية، وموقف الإدارة الفرنسية من الوطنيين المغاربة الذين استمروا في نضالهم ضد الاحتلال الفرنسي حتى تحقيق الاستقلال عام 1956. إنَّ المدة الزمنية التي تناولتها الدراسة (1939-1956) كانت مهمة وحساسة فيما يتعلق بتأريخ المغرب، إذ تمثلت بزيادة الوعي الوطني والقومي للشعب المغربي، واشتداد الصراع بين الوطنيين المغاربة والسلطان محمد الخامس من جهة، والإدارة الفرنسية من جهة أخرى، ويأتي موضوع الدراسة استكمالاً لعدد من الدراسات الأكاديمية في الجامعات العراقية التي تناولت تاريخ المغرب من جوانب مختلفة، وتهدف هذه الدراسة إلى تشخيص سياسة الإدارة الفرنسية في المغرب في مختلف المجالات التي كانت تتماشى مع مصالح الحكومة الفرنسية التي تهدف إلى تكريس السيطرة الاستعمارية في المغرب، اتخذت الدراسة من عام 1939 بداية لها لتعرض العالم في هذا العام إلى حرب مدمرة كان لها تأثيراً كبيراً على كل البلدان بما فيها المغرب وهي الحرب العالمية الثانية، أما نهاية مدة الأطروحة فقد كانت عند نقطة تحول كبيرة وهي استقلال المغرب في عام 1956.
